Draft Council Plan 2017-21 (integrating the Health Plan) - next steps

The public exhibition and consultation period for our draft Council Plan closed on Sunday, 14 May. Thank you to everyone who provided input.

Community feedback is important to make sure this plan reflects the community’s vision and aspirations for Moonee Valley over the next four years. We are currently reviewing the feedback to inform the final Council Plan.

A Special Committee of Council will consider formal submissions made during the public exhibition period at 6pm on Tuesday, 6 June 2017 at the Civic Centre, 9 Kellaway Avenue, Moonee Ponds.
Council will then consider adopting the final Council Plan at its Ordinary meeting commencing at 6.30pm on Tuesday, 27 June 2017.

For the first time, we have combined our Public Health and Wellbeing Plan with the Council Plan into a single document. Our aim is to improve the quality of life for all people who live, work, learn and play in Moonee Valley by ensuring health and wellbeing matters are prioritised across all areas of Council.

In developing the draft Council Plan we have reviewed 16,000 recent community responses from community consultation activities. Here’s what you've told us:

  • Social connections are highly valued
  • Accessibility to all our facilities are important
  • Parks and open space are important for exercise and community events
  • We need to plan and build infrastructure and services for future residents. If it isn’t our direct responsibility then we need to advocate for these
  • Local businesses want our support to encourage business growth, such as faster internet, growth, social media and marketing
  • The community wants us to show leadership in sustainability, diversity and access

Other community consultation is helping us shape the Council Plan, such as the Community Survey 2017 and the MV2040 'Your neighbourhood, your ideas'. Ongoing engagement with Councillors and staff has been critical in identifying key priorities and actions.

We also engaged our health sector to make sure that the priorities and goals allow community members to maximise their health and wellbeing. Research and consultation with the community and partner organisations have informed our Health and Wellbeing priorities for 2017-21:

  • gender equity and prevention of violence against women
  • walking, cycling and active transport
  • mental health and alcohol and other drugs
  • reducing inequalities
  • creating liveable neighbourhoods
  • employment  

These priorities have been incorporated into the Council Plan.

Council Plan 2013-17

The Council Plan is a medium term strategic plan that sets out our strategic direction and priorities for the four-year Council term. The plan guides Council through its four year term and is shaped by the community vision, Moonee Valley Next Generation (MV2035).

The Council Plan consists of strategic objectives or goals that are framed around five themes. The delivery of each objective is supported by key strategies and are measured by a number of indicators.

The  Council Plan 2013-17 (pdf, 3.7MB)(accessible docx, 220KB) was adopted by Council on 25 June 2013.

How we resource this plan

A central part of developing the Council Plan is taking into account the financial environment in which Council works. The Council Plan includes a Strategic Resource Plan, a four-year plan of resources we will need to implement the Council Plan.

How we report on our progress

We report on our progress on implementing the Council Plan through our Annual Report.
