Public transport to Melbourne Airport

Issue

The State Government is investigating a rail link between the CBD and Melbourne Airport. An alternative opportunity exists to create a light rail or tram link through the City of Moonee Valley instead.

Request

Expand the State Government feasibility study to include the Moonee Valley light rail or tram proposal, as well as funding to construct the chosen option.

Potential cost

Investigation to be included in existing $6.5 million feasibility study. Short term funding would be required to develop and construct the preferred option.

Progress of the project

We have attended a presentation by Melbourne Airport to gain an overview of their long term master plan. We have had discussions with the Chief Executive and Director from Maribyrnong Council about this proposed transport project.

Background information

Currently, there is no public transport option for inbound and outbound travellers between Melbourne’s Central Business District (CBD) and Melbourne Airport.

While the State Government is now undertaking a feasibility study to consider linking these two locations by train, an opportunity also exists to look at alternative options travelling through Moonee Valley including a light rail solution by extending tram #59, or a rail solution.

Moonee Valley is ideally situated between the CBD and Melbourne Airport to host the vital link. The City of Moonee Valley and outer suburbs would benefit from this public transport link as it would support industry and population growth in the city’s north, enabling residents to travel to and from the airport, and providing access to employment and services in key activity centres in Essendon Fields and Airport West.

A rail extension to Melbourne Airport, now 40 years old, has been discussed since 1963. Yet no rail link has eventuated.

The proposal has remained undeveloped by successive State Governments, and six government studies into the extension – from 1965 to present day – are incomplete.

The Department of Transport has now established a stakeholder reference group, including our officers, to guide the Melbourne Airport Rail Link Study. A rail line to the airport was included in the recently adopted Melbourne Airport Master Plan (2008), but was not supported by subsequent studies.
One possibility for a link between the CBD and Melbourne Airport is a rail line travelling via Flemington Racecourse and the Showgrounds, Highpoint Shopping Centre, the Department of Defence, Avondale Heights and East Keilor. This proposed link is outlined in our Integrated Transport Plan. This option would bring increased public transport choices to the underserviced surrounding suburbs.
