As of October 1 2009 personal trainers wishing to conduct group fitness sessions with four or more participants will require a Council approved Personal Training Permit

Moonee Valley City Council is pleased to advise that personal training permits are now available.


Personal trainers conducting group fitness sessions with four or more participants (not including trainer) will now require a Council approved personal training permit.


A move to formalise personal training in Moonee Valley has been prompted by a marked increase in enquiries and demand for open space usage by local personal trainers.


Trainers will now have the opportunity to apply for and reserve specific training venues throughout Moonee Valley assisting with the programming of day to day training sessions.


The permits will provide Council with a means of monitoring open space usage and ensuring the future sustainability of our parks and ovals for all levels of users.


Moonee Valley City Council strongly supports personal training activities and the importance of a healthy and active community. The new permits are not designed to deter group fitness activities but strengthen Moonee Valley’s already strong sporting culture.

For Personal Trainers

How can I apply for a permit?

Personal trainers can apply for a personal training permit online or download a hard copy application form and send to:

Please note applications will only be accepted if a completed Job Safety Analysis worksheet is submitted with permit application.

For Local Residents

The personal training policy has been designed to provide a safe, healthy environment for all members of the local community and maintain residential amenity.

We encourage local residents to notify the Sport and Leisure Department on 9243 8888 if personal training activities are impacting on your residential space.

For Sports Clubs

With water restrictions still heavily in place trainers will not be granted access to oval playing surfaces for group fitness sessions.

If it is deemed the playing surface in question is not being overused and can withstand the pressures of group fitness sessions, Council will approve usage pending consultation with the Parks and Gardens Department.

If your club witnesses trainers using your oval, please contact the Sport and Leisure Department on 9243 8888 to assit with local law patrols and trainer education.

We appreciate the support of all Moonee Valley sporting clubs, trainers and local reasidents in the implementation of this new policy.
