Adopted Issues and Opportunities Report

In August and September 2015 we consulted on a Draft Issues and Opportunities Report which identifies key issues facing Airport West as the first step in revising the existing Airport West Activity Centre Structure Plan.

Thanks to all community members who took the opportunity to let us know what they think are the most important issues facing Airport West and how they would like to see them tackled.

The Airport West Structure Plan Review Issues and Opportunities Report Community Consultation Key Findings Report provides a summary of the feedback received.

After reviewing the feedback and further investigation, the draft Issues and Opportunities Report was updated.

At Council's Ordinary Meeting on Tuesday, 22 March 2016, Council adopted the final version of the Issues and Opportunities Report.

What happens next?

Airport West is a nominated activity centre. This means it will continue to grow and accommodate more people, jobs and services. Our role is to develop a long-term plan, called a structure plan, for the centre which will guide any changes to:

  • future land use
  • how people access and move around the area
  • the design of buildings and open spaces
  • infrastructure improvement

A draft Airport West Structure Plan is expected to be exhibited for public comment in the second half of 2016.

Business Survey

Thank you to everyone who took the time to respond to our business survey and provide us with valuable information. Your responses provide insights into business needs that we will take into account when planning for the future of the area as part of the Airport West Structure Plan review. A summary of responses is now available for download.

Structure Plan Review

We are reviewing the existing structure plan (pdf, 1.43MB) for managing growth and change in the Airport West Activity Centre. The review of the Structure Plan will guide any changes to future land use, how people access and move around the area, the design of buildings and open spaces, and the provision of community services and facilities.

In March 2014, the State Government announced the Metropolitan Planning Authority will prepare a new framework plan for Airport West and Essendon Fields to support its transition into an exciting new aviation and employment precinct.

Once reviewed, the new Airport West Structure Plan will form the basis of our position on the future built form and land use for the centre and will assist the Metropolitan Planning Authority with the wider framework plan project.

The map below shows the current activity centre boundary and the land which will form part of the study area for the review. The review will examine the wider area because of its influence on the future change and function of the centre.

Project stages

The project will be undertaken over approximately the next twelve months and comprises four stages:

  • Stage 1: Background Research and Review (2014-2015)
  • Stage 2: Issues and Opportunities Report (mid/late 2015)
  • Stage 3: Preparation of Draft Structure Plan and Urban Design Guidelines (late 2015/early 2016)
  • Stage 4: Finalisation of Structure Plan and Urban Design Guidelines (mid 2016)

The project will include an Implementation Plan.

One future step would involve introducing key land use and development strategies into the Moonee Valley Planning Scheme.

The project will include broad consultation where the community will be able to provide their input into the development of the structure plan.
