Amendment C144 Heritage Overlay Review

September 2015 Update

Amendment C144 was officially gazetted by the Minister for Planning on Thursday, 10 September 2015.

We have undertaken a review of all existing heritage overlays within the Moonee Valley Planning Scheme to ensure that our heritage overlays are correct and up to date.

The draft Heritage Overlay Review Report (2014) was prepared to review heritage overlays that were incorrect or incomplete. This report makes recommendations with regard to anomalies and precinct boundary changes that require a Planning Scheme Amendment.

On 27 May 2014, we resolved to seek Ministerial authorisation to prepare Amendment C144 to the Moonee Valley Planning Scheme.

Amendment C144 proposed to make minor changes to heritage overlay boundaries and correct anomalies to better reflect existing heritage overlays within Moonee Valley.

supplementary review was also undertaken of existing heritage overlay precincts to be included in the Permit Exemptions Policy. The amendment also proposes to update and include all existing heritage overlay precincts within the Permit Exemptions Policy - Moonee Valley Heritage Overlay Precincts. The Permit Exemptions Policy sets out permit exemptions for minor building and works in heritage overlay precincts, and maps the heritage status of properties within these precincts.

The Moonee Valley Heritage Database has a heritage citation for each heritage overlay which has supporting information about the heritage places.

The exhibition period for this amendment has now closed. Seven (7) submissions were received. A Panel hearing was held on 9 February 2015 to consider the amendment and submissions received.

On 25 February 2015, the Panel Report was received.
