Implementing activity centre structure plans

Issue

We have commenced the structure planning process for each of our local activity centres and we require help to further develop or implement each plan.

Request

We are asking for funds to implement each activity centre structure plan.

Potential costs

To be determined per project, with an estimated $250,000 minimum spend.

Progress of the project

We have applied for funding through DPCD but were unsuccessful. We have also met with DPCD. Their feedback was positive about support for our structure plans once we have implemented them into the local planning scheme.

Background information

We are committed to proactively managing population growth and increased development in line with the State Government’s planning policy, Melbourne 2030. The State Government has identified in Moonee Valley two principal and four major activity centres to accommodate this growth. These centres are located in:

  • Moonee Ponds
  • Airport West
  • Essendon North
  • Union Road
  • Racecourse Road
  • Keilor Road.

We have commenced the planning process for each centre by developing, and in some cases completing corresponding structure plans and related policies. We are seeking support to progress and implement these structure plans and policies for each centre.

Each activity centre and structure plan is at different stages. Some now require funding, while others need the expertise of a place-making manager or the support of partnerships.

We request help to implement each activity centre structure plan, namely financial assistance to:

  • implement capital works programs and urban design projects, such as streetscape improvements
  • conduct more detailed plans including precinct master plans and parking precinct plans
  • appoint place-making managers and fund partnership initiatives.
