What is a vehicle crossing?
A vehicle crossover (crossing) provides access to your property from the front property line to the roads edge.
A vehicle crossover must be a minimum 3 metres in width at the property boundary.
To construct, modify or relocate a crossover you must obtain two permits from the Civic Centre, 9 Kellaway Avenue, Moonee Ponds.
The first permit called an "Application for a Vehicle Crossing Location Approval" must be obtained to confirm that the proposed location is suitable and within approved guidelines.
The second permit required is a "Non-Utility Minor Works Application for Consent". This permit is a requirement of the Road Management Act of Victoria and is consent from us to carry out works in the road reserve.

- Application assessment may take up to ten (10) working days depending on the complexity of the specified works
What do I need from my contractor?
We require a current copy of your contractors Public Liability Certificate of Currency at the time of application. The following details should be displayed on the certificate.
- Contractors name and address
- Name of contractors insurance company
- Policy number and expiry date
- Amount covered under policy (minimum $10,000,000 cover required)
Please also provide a contact number of your contractor for inspection purposes.
The crossover is in the wrong place. What can I do?
If the existing crossover is not suitable as an entry to your property, you must apply to relocate it.
As a permit condition, the existing crossover must be removed prior to the crossover inspection and the area returned to naturestrip conditions with kerb and channel reinstated.
Prior to construction of your dwelling/garage, you should contact us to ensure the crossover relocation will meet the city's permit requirements.
Can I widen my crossover?
The crossover must be extended by a minimum of one (1) metre but the total width of the crossover at the boundary line may not exceed six (6) metres.
Who is responsible for the crossover?
The construction, modification, relocation and maintenance of a crossover is at the property owner’s expense. The crossover must comply with our vehicle crossing standard drawings.
Applicant must engage a private contractor to carry out the works.
How many crossovers can I have?
We generally only allow one crossover per property. The city's approval is required for any additional and/or new crossover.
Permission will only be granted where there is a minimum of six metres between the existing and new crossover to allow for on-street parking, the property must also have a minimum width of 15 metres.
An additional crossover may be approved in instances where there is a circular driveway, a corner allotment, where there is access to the rear of the property/additional garage or where there is Town Planning approval.
Any crossover(s) made redundant must be saw-cut and removed and the naturestrip reinstated to match the surrounding conditions.
What obstructions do I look for?
The proposed crossover must be at least 1 metres clear of any structure or asset such as traffic/street signs, fire hydrants, service pits (eg: Telstra Pit, Stormwater Pits, etc) and light/power poles.
If any of these services are within 1 metres of the proposed crossover, you must obtain the appropriate service authority’s written permission stating their approved distance the crossover is allowed to be from their service.
A crossover must be a minimum of 2 metres from any trees planted within the naturestrip, if this distance cannot be achieved the applicant must contact Moonee Valley City Council’s Parks and Gardens Department for consent to either be closer than the 2 metres or consent to remove the tree (at the applicants expense)
