Residential and visitor parking permits
If you live in a street with parking restrictions - such as, two hour parking - you can apply for a residential and visitor parking permit.
With a permit you can park anywhere within the designated parking areas in your street, except for areas such as No Stopping and Loading Zones.
The permit is renewable every year and is valid from 1 July to 30 June.
A permit does not guarantee you a parking spot in the street.
Displaying your permit
- Stick your residential parking permit on the lower left side of your windscreen
- Hang your visitor parking permit on your rear vision mirror
- A visitor permit is only valid for persons visiting and always remains the responsibility of the residential parking permit holder, who resides at the local address
- Place your temporary parking permit on the lower left side of your windscreen
- You cannot transfer a permit to another person, vehicle or street
Changes to parking permit allocations
As a result of the adoption of the Municipal Parking Strategy there will be a change to parking permit allocations from 1 July, 2013. To find out how your home will be affected read the revised parking policy (pdf, 113KB).
Maximum number of permits issued
We have a temporary parking permit allocation system in place, effective from 20 September 2011.
If you apply for a parking permit before 1 July, 2013 you are entitled to the maximum number of permits listed below.

* Houses with 4 resident and 2 visitor permits will keep these permits until there is a new property owner. From 1 July, 2013 for each driveway you have; one less resident or visitor permit will be issued.
+ If you apply after 20 September 2011, from 1 July 2013, for each driveway you have: one less resident or vistor permit will be issued.
** From 1 July, 2013 your allocation will be reduced to 1 resident permit and 1 visitor permit.
*** From 1 July, 2013 you will lose your visitor permit and will have to purchase temporary visitor vouchers instead.

Parking permit application forms
Apply for a residential parking permit
- Download, print and fill in the correct Residential Parking Permit Application Form.
- Read the resident, visitor and temporary parking conditions (doc, 38KB) before you apply.
- Post or bring the form with a copy of current Victorian motor car registration, proof of your address in Moonee Valley, and money for the permit fee to our Citizen's Service Centre.
Renew a residential parking permit
- We will send you a renewal notices to properties with more than two or more resident parking permits and a where a payment is required. For all other properties we will send you a renewed resident parking permit each year.
- Once you pay the permit fee, your residential parking permit is automatically renewed.
