Flemington Public Housing Estate Renewal

We are working with the State Government's Department of Health and Human Services (DHHS) on a project to renew the Flemington Housing Estate and surrounding Debneys Park Precinct.

The first stage of the project, led by DHHS, seeks to replace walk up buildings with new and increased social housing units and introduce private housing, along with other measures to improve the amenity and security of the area.

The second stage of the project, anticipated next year, will include upgrades to Council land in the surrounding Debneys Park area to address anticipated community needs for sport, recreation, open space and other community infrastructure.

About the planning scheme amendment

The State Government's proposal to renew Flemington Public Housing Estate requires a Planning Scheme Amendment. This amendment is to change the planning provisions for the Debneys Precinct; the DHHS-owned Flemington Public Housing Estate and surrounding Council-owned land around Debneys Park.

The proposed planning changes are:

  1. Rezone DHHS land from General Residential 1 to Mixed Use Zone to enable the delivery of new public and private dwellings and other complimentary land uses on the Flemington Public Housing Estate.
  2. Apply a Development Plan Overlay to DHHS land which requires State Government to develop a more detailed development plan, or master plan, for their land at a later stage.
  3. Apply a Parking Overlay which proposes to reduce the amount of required residential car parking on the Flemington Public Housing Estate due to its proximity to services and public transport.
  4. Apply the Debneys Precinct Structure Plan, also out for community feedback, which provides a framework for future development within the Debneys Precinct and ensuring the best integration between DHHS and Council land.
  5. Make the Minister for Planning the responsible authority for the whole Debneys Precinct.
  6. Fix two zoning anomalies within the precinct.

Social Housing Renewal Standing Advisory Committee

The Minister for Planning has appointed the independent Social Housing Renewal Standing Advisory Committee to provide advice on the suitability of the planning proposals to renew and redevelop Victoria’s public housing estates and increase social housing.

The Advisory Committee Public Hearings took place during the week of 11 September 2017. The Advisory Committee considered all submissions and all matters set out in its Terms of Reference in a final report, which was scheduled to be delivered to the Minister for Planning in October 2017.

Council's submission

At the Ordinary Council Meeting on Tuesday, 22 August 2017 we officially endorsed our submission to the Social Housing Renewal Standing Advisory Committee.
