Library membership

Our five libraries provide a range of services to support the needs of the community for learning, information and recreation. Library membership is free and everyone is welcome to join. As a member you can:

  • borrow books, magazines, DVDs and other resources
  • attend scheduled activities such as author talks, storytimes and classes
  • use our computers and Wi-Fi internet service

Joining your local library

To receive a library membership you must:

  • show us current identification and proof of address
  • and agree to abide by our conditions of membership (see below)

You will receive your library card immediately and will have full access to all library services.

Become a member online

You can sign up for a library membership online. To receive your library card, present your current identification and proof of address at any of our branches.

What is my PIN number?

When filling in the membership form you will be asked to select a four-digit number. This PIN is required when you log on to the library catalogue and computers.

If you do not know your PIN, click on 'Log In' at the top of the library catalogue. Select 'Forgot your PIN' and enter your FULL barcode, then push 'Recover' and your PIN will be emailed to the email address on file at your library.

Under 18?

If you are under 18 years of age you must have your membership card signed by an adult who agrees to take responsibility for your usage of library materials and equipment. You can now also use our library Wi-Fi without a membership card by agreeing to the terms of use when you connect to the library network.

Borrowing and renewing


You can borrow up to 30 items at a time.

Item loan periods:

  • Books: three weeks
  • DVDs:  three weeks
  • Magazines: two weeks
  • Language kits and ESL kits:  three weeks

Late fees

Late fees are 30 cents per day, per item. You cannot borrow if you have outstanding fines or lost items.


Items can be renewed twice (unless requested) via the library catalogue, online, in person or by telephone.

To renew your items online, enter you 14 digit barcode and PIN into the 'Renewals' section on the catalogue. Click on the 'Loans' tab to view your items. Alternatively click on 'My Account' at the top of the catalogue to access renewals.

Tick each item you want to renew and click the green Renew button and accept the renewal confirmation. You will see the updated due date next to each renewed item and a message below saying ‘renewal successful’. If your item can not be renewed an error message will display saying ‘failed to renew’.


Items can be returned to any of the 5 Moonee Valley Libraries during opening hours or through the overnight return chutes.

Library reservations

Reservations can be placed on items on loan or held at another branch. To reserve an item, visit the library catalogue and search for the item you want and when you have found it, click on the green Place Request button.

To place multiple requests, use the tick boxes next to the items and the Select an Action dropdown.

You will then be notified when the item is available for collection. It will be held for for seven days.
Speak with a staff member to change your notification method - email, phone, SMS or mail.

Inter-library loans

Items not in our collection can be requested through LibraryLink Victoria. Please note: items must be older than two years and some requests may incur fees.

Suggest a book

We welcome suggestions for new books. Suggest a book and include as much detail as possible about the title.

Before suggesting a book

  • Check our catalogue to make sure we don't already own the item.
  • Please only request up-coming books if they will be published within the next three months.

Library conditions and rules


1. Membership Conditions

1.1    Library membership is free. Proof of name and current address is required for full membership.

1.2    Members under 18 years require an adult to agree to these conditions on their behalf.

1.3    Up to 30 items can be borrowed. You need your library card each time you borrow or use a PC at the library.

1.4    Loan periods are 2 weeks for magazines, 3 weeks for other items. Shorter periods may apply for popular items. Electronic resources have varying loan periods.

1.5    You are responsible for the items you borrow, please return them by the due date. Charges apply for late return, lost or damaged items.

1.6    You are responsible for items borrowed. Charges apply for the late return, loss or damage of items.

1.7    Items must be returned to a branch of Moonee Valley Libraries.

1.8    Items can be renewed twice unless they have been requested by another member.

1.9    Membership privileges may be suspended for long overdue items or outstanding charges on any cards for which you have signed responsibility.

1.10   Notify the library if your contact details change or if your card is lost or stolen.  You are responsible for items borrowed prior to notification.

1.11   A current list of fees and charges is available at your local library or on the website. 

2. Conduct in the Library

2.1    Council is committed to providing a safe and comfortable environment for our customers and staff.

2.2    Unsociable behaviour such as harassment, aggression or the use of inappropriate language, is not acceptable.

2.3    A person must not behave in a manner that endangers others or unreasonably interferes with the quiet enjoyment of the library by any other person.

2.4    Computers and printer/copiers will shutdown 5 minutes before the library closes.

2.5    Library staff have the right to ask people behaving in an unacceptable manner to leave the building, in accordance with Council’s Activities and General Amenities Local Law 2018.

2.6    People who consistently behave in an unacceptable manner may be refused entry to the Library for a specified period.

2.7    Children under the age of 10 years must be supervised by a responsible person.

2.8    People using the internet must accept and abide by the Internet Access and Computer Use Policy.

3. Privacy

3.1    Council is collecting your personal information in order to register you as a member of Library Services for Moonee Valley City Council. Your personal information will be stored in Council’s Customer Database and used to identify you when communicating with Council and for the delivery of library services and information. Council will not disclose your personal information without your consent, except where required to do so by law.

Internet Access and Computer Use Policy

Moonee Valley Libraries is committed to providing free access to internet resources and to enable as many community members as possible to benefit from this access. This policy covers use of computer facilities in the library and access to internet, including wireless use.

1. Internet and computer access

1.1    All visitors to the library can access Wi-Fi.

1.2    Members may access library computer facilities. 

1.3    Printing is available and charges apply.

1.4    Material accessed within the library must be acceptable for viewing in a public place.

1.5    Users agree to comply with all copyright laws and any applicable State or Federal legislation.

1.6    Computer access may be denied to users with outstanding charges on their library card.

1.7    Council reserves the right to limit download amounts and restrict access to certain sites and file types.

1.8    Wi-Fi access is only available during library operating hours.

2. Computers, mobile device and internet use

2.1    Computers can be booked one week in advance for periods of up to two hours.

2.2    Users must log in to library computers with their own library card number and PIN.

2.3    To ensure private information is not viewed by others, users are required to log out at the end of a session. Users of Library iPads must log out of email, social media and other personal accounts at the end of their session.

2.4    Computers and printer/copiers will shutdown 5 minutes before the library closes.

2.5    Bookings are cancelled if the user has not arrived within 10 minutes after the scheduled start time.

2.6    There is a limit of two people per computer, unless by prior arrangement with staff.

2.7    Users are expected to be able to use the computers with minimal assistance. Staff cannot provide assistance or advice with content and transactions which may be financial, legal, medical or personal.

2.8    Files and documents must be saved on the user’s portable storage device or cloud storage option prior to the end of the allocated time.

2.9    Library computers and mobile devices have a standard operating environment to maintain security, stability and functionality. Users must not attempt to make changes to their setup or configuration of computers.

2.10    Requests for specific software programs will be considered in accordance with Council criteria.

2.11    Users hold Council harmless from any claims, damages, obligations or liabilities directly or indirectly relating to the use of computer, mobile device or Wi-Fi facilities.

2.12    Council does not accept any liability whatsoever and is not responsible for any loss or damage occurring from the use of these facilities including the authority and reliability of websites or online content, service interruptions, technical problems, transmission of computer viruses or damage to the user’s hardware or software.

2.13    Anti-virus, security and privacy protection is the responsibility of the Wi-Fi user.

3. Parental permission and supervision

3.1    Internet users under 10 years of age must be accompanied by a responsible adult.

3.2    Supervision of internet use by children under the age of 18 years is the responsibility of the parent/guardian and is agreed to when joining the library.  

4. Conduct in the library

4.1    Council is committed to providing a safe and comfortable environment for our customers and staff.  Inappropriate use of the internet or computer facilities may result in loss of internet access and/or refusal of entry to the Library for a specified period.
This includes:

  •  tampering with equipment, settings and software
  •  displaying material deemed unsuitable for viewing in a public place
  •  illegal, criminal or anti-social (intimidation, harassment, bullying) internet use
  •  damage or theft of library resources
